Added soft_suspended category to Partner Notification System

We've added the soft_suspended category to the Embedded Partner Notification System.
soft_suspended- when Gusto is unable to pay or file taxes on the company's behalf due to specific state tax setup issues. Company is "soft suspended", which means if the issue is not resolved, the company will be blocked from running payroll.
As we continue to rollout new notification categories in the coming months, we plan to deprecate sending Gusto.com emails to your end users.
