Added additional state_tax categories to Partner Notification System

We've added additional state_tax categories to the Embedded Partner Notification System.
state_tax- This notification category was created to notify of when the customer needs to take action to resolve their state tax configuration.
As we continue to rollout new notification categories in the coming months, we plan to deprecate sending Gusto.com emails to your end users.
